I'm afraid we'll need more complete steps to reproduce this issue. I'm not sure what's happening at this point.

I restored all the /snapshot files.
I restored all the /backup files.
Restarted Cassandra.

I'm missing a couple of minutes worth of transactions.

Original SStables were a couple of minutes more current than /backup files.
For example:
original SStables latest timestamp 10:02
Commit log latest timestamp 10:02
/backup latest timestamp 10:00

After the restore I only get transactions submitted until 10:00.
I'm missing the difference between these SStables and the /backup files.
I would expect that the commit log would have been able to replay them.

What was your process for restoring the snapshot? The commit log may have already been flushed at that point.

How does the commit log get replayed?

Inserted 1000 rows.
Performed a snapshot.
Inserted 1000 rows.
Stopped Cassandra.
Restored snapshot.
Restarted Cassandra.
Only got 1000 rows.
