Yes that is the correct way to start OpsCenter. Since it sounds like OpsCenter is running on your local network, you will need to disable any proxies set up in your web browser.

For mor information on installing and configuring OpsCenter see http://www.datastax.com/docs/opscenter/index

Oh, I can start Opscenter now, I put all my interfaces down and use no proxy on Firefox, then I open terminal and type in
service opscenterd start &

then

service opscenterd start

then the terminal tell me that service opscenterd start, I go to firefox and type in

192.168.1.99:8888

Did you restart the opscenter process after changing the config file? The process will need to be restarted after any configuration changes.

If that does not fix the problem, are there any errors in the opscenter log? That will be located at /var/log/opscenter/opscenterd.log or at ./log/opscenterd.log depending on whether you installed opscenter using the debian package or the tarball download.

[jmx]
# The default jmx port for Cassandra >= 0.8.0 is 7199. If you are using
# Cassandra 0.7.*, the default is 8080, and you should change this to
# reflect that.
port = 7199

[webserver]
port = 8888
interface = 192.168.1.99

[logging]
# level may be TRACE, DEBUG, INFO, WARN, or ERROR
#level = INFO

[cassandra]
# a comma-separated list of places to try for a connection to your Cassandra
# cluster:
seed_hosts = 192.168.1.99
