The current opscenter rpms are non-relocatable, making installation of them an issue in shared (read: test) environments.

OpsCenter currently puts files in variety of locations (/etc, /var, /usr). Making it relocatable would require a good amount of work and there are no plans for that at the moment.
Yum/rpm allow for specifying the install root of a package, so you could perhaps set up a testing environment using that, however it would need to use a new rpm database and likely download a large number of packages. Perhaps there is a way around that that I don't know though.
